I have recently addressed the discussion on the implementation of the ECtHR decisions in the PACE Committee on Legal Affairs and Human Rights on the following issue.

Azerbaijani armed aggression against Artsakh continues to this day. There are captives on both sides, but while the Armenian side provides medical assistance to Azerbaijani captives, captured Syrian mercenaries, Azerbaijan treats Armenian captives inhumanely prohibited by international conventions, the evidence of which is presented to the international community.

Based on Armenia’s application, the ECHR requested information from the Azerbaijani side about 8 Armenian prisoners, but this request has not been fulfilled yet.

“Concluding my speech, I called on all the delegates not to remain silent, I demanded from the Azerbaijani delegates to show due respect to the captives, to fulfill the decision of the European Court and to pass the information on the Armenian captives to the European Court.”
