There is nothing to share between you and the Armenians of Artsakh. The Speaker of the National Assembly of Artsakh Republic addressed the indigenous peoples of Azerbaijan

“On 27 September, the Baku authorities, at the open instigation of Turkey, launched another large-scale aggression against the Artsakh Republic, resuming active hostilities. In reality, this time one of the main goals of the resumption of the war is the sharp spread of Turkish influence in the region, for which the indigenous peoples of Azerbaijan will shed their blood, die or become disabled. No representative of the indigenous people of Azerbaijan will gain anything from this war, there is nothing to share between you and the Armenians of Artsakh, our interests do not contradict each other. The Armenians of Artsakh have always treated you with respect, and in recent decades, it is the Baku authorities that hinder our communication and friendship, which has a history of thousands of years.

Artsakh is aware that the Baku authorities are first of all conducting conscription among the indigenous peoples of Azerbaijan, sending them to the front lines, the most dangerous parts of the front, where the probability of death is the highest. Thus, the Baku authorities solve two problems. On the one hand, they use you against Artsakh, on the other hand, they get rid of you, because you are one of the obstacles to the mass Turkification of Azerbaijan. No matter how much you actually take part in the aggression against Artsakh in the Azerbaijani army, the people of Artsakh feel deep sorrow for every victim and wounded in your ranks, because you end the most important demographic and historical-cultural layer in this region with a history of thousands of years.

To avoid being killed for the whims of the Baku authorities, we call on the indigenous peoples of Azerbaijan – the Lezgins, Talysh, Avars, Tatars, Udins, Tsakhurs, Ingiloys , Rutuls, the nationalities of the Shahdagh group – the Kurds, who are on the verge of assimilation.

1 ․ Avoid conscription by all possible means, going to the front line, participating in military aggression against the people of Artsakh, including trying to leave the territory of Azerbaijan. Those who have left Azerbaijan and do not want to take part in the aggression against Artsakh will be provided with appropriate assistance by the relevant structures of the Armenian Diaspora in other countries.

2 ․ In case of appearing on the front line, try to avoid taking part in active hostilities, and if possible, try to surrender to the representatives of the Artsakh Armed Forces. Those wishing to surrender must show that they are unarmed when crossing the border by displaying a white flag or a piece of white clothing on their head (noticeably). Immediately after surrender, stating that he belongs to the indigenous people of Azerbaijan, the person will be considered not a private prisoner of war, but a guest, and will be accepted in accordance with the rules of hospitality accepted by the indigenous peoples in this region for thousands of years. According to their wish, those people will decide whether to stay in Artsakh or leave for another country. Those who wish to leave Artsakh will be provided with appropriate assistance,

The Republic of Artsakh, as a testament to the friendly and non-hostile attitude towards the indigenous peoples of Azerbaijan, is ready to hand over without any preconditions the bodies of the indigenous peoples of Azerbaijan who died as a result of the aggression against us. The relatives of the killed servicemen can apply to the relevant service of the Artsakh Republic for the organization of that process.”
