Freedom of Information Center of Armenia filed a Claim against the National Assembly of the RA

On 4 March 2013, the National Assembly of the RA provided to the Freedom of Information Center of Armenia (FOICA)  the copies of the orders  RA NA Speaker for the first half of 2012 as well as information on the NA representation expenditures for 2012.

 

According to information from FOICA, it had applied in written form with request to provide the information on NA representation expenditures on 20 November 2012. The RA NA provided an incomplete reply to FOICA’s request. It was considered incomplete as the NA failed to provide the part of the requested information (see: https://givemeinfo.am/hy/case/1085/).

 

FOICA applied in written form with request to provide the information on NA representation expenditures on 20 November 2012. On 05.12.2012 The NA replied via e-mail that additional work is necessary to provide the information and that it will be provided in the 30 days terms. However no other reply was received from the NA after that, namely the information requested in written form on 22.11.2012 aqs well as the information requested by the repeated inquiry on  05.12.2012 (see: https://givemeinfo.am/hy/case/1093/ and https://givemeinfo.am/hy/case/1094/).

 

As a result, on 1 February 2013, the Freedom of Information Center of Armenia filed a claim  against the NA of the RA to the RA Administrative Court with request to recognize the fact of violation of the FOICA’s right to information and to oblige the NA of the RA to provide the requested information.

 

After FOICA’s submission of the claim to the Court, the RA NA provided the requested information with a notice dated 4 March 2013, yet it was again incomplete. The 113 pages of the extensive information of  114 pages include the orders of the Speaker of the RA NA in numerical orders, which however lacked 12 orders.
