D.M has been charged in the criminal case instituted at the First Garrison Investigation Department in connection with the death of serviceman Vahram Avagyan. D.M. was charged under Article 359 (3) of the RA Criminal Code that is, “Breach of relations, prescribed by field manuals, between not subordinated servicemen, which negligently caused grave consequences.” The IC reports.
The investigator filed a motion to the court to chose arrest as measure of restraint for D. Movsisyan.
