Not all Pensioners will have to visit the Bank Every Year: New Change

Changes related to the process of payment of pensions and care benefits have been made by the Governments Decision of 5 December.

The issue was presented to the executive members by the Minister of Labor and Social Affairs Zaruhi Batoyan. Article 35 of the RA Law on State Pensions defines the procedure for payment of pensions. In particular, it is stipulated that: The pension shall be payable during the course of the given month, on the basis of application submitted by the pensioner. At the same time pursuant to Part 6 of the same article, a pensioner in receipt of pension in non-cash manner shall be obligated to show up to the bank in person and make a declaration on his/her presence in the Republic of Armenia. However, the requirement of the law restricts the possibility of providing a statement wile being out of the Republic of Armenia, without possibility to attend the bank,” the Minister noted.

According to the amendment, the pension will be paid in a non-cash way, with the exception of the following:

  • when the pensioner has disability of the 1st or 2nd group,
  • turns 75 years old,
  • the pension is paid by power of attorney,
  • the pension is paid to a minor over 14 years of age;
  • The parent of the recipient of a pension or benefit has a disability of the 1st or 2nd category.

At the same time, the pension shall be paid in cash only by the power of attorney, or a minor over 14 years of age and for the other cases mentioned above, according to the choice of a citizen.

“The draft proposes to abolish the requirement of issuing a statement on being in the RA exclusively in the bank’s territory, reserving to the Government the right to determine the procedure for submitting the statement to the bank,” Zaruhi Batoyan said.
