On 18 June Ms Gayane Hovakimyan, Secretary of the Juvenile Justice Council of the RA Ministry of Justice, delivered a lecture on “Social Inclusion of Children in Difficult Life Situation,” for the representatives of civil society organisations participants of CSO incubators in the framework of the EU funded “Commitment to Constructive Dialogue” Project

The specialist said that people often ask why social workers and special professionals are needed. “Currently the family is really vulnerable. Now we do not have large families. It was widely accepted in the past that the neighbour could take care of the baby in the yard, and now there is no such thing. Everything is advancing to the situation when many services become extremely urgent for all family members.

Now, we have a situation where parents have a problem with competition in the labour market, and their children are very self-motivated, and here’s where the risks and the way the child goes appear and the issue in which environment will the child appear and how it will be educated emerges. That is why the role of the state becomes a priority in this regard. It is not contingency that we highlight the role and importance of the institute of social work and psychological services.” Karine Hovakimyan said

She presented what basic components should be taken into account when talking about social inclusion. According to Gayane Hovakimyan, the right is an issue that does not take into consideration the numbers and does not matter whether the family has one child or ten. She mentioned the problems in the kindergarten, yard, school and ways to solve them.

Civil society organizations (CSO) incubators are aimed at promoting CSO capacity building and enhancing productivity.
