One of the agenda issues of the 12 April session of the Government is related to the approval of the technical description and the order of operating the unified whistleblowers e-platform.
The justification of the document provides that, in line with the law “On the Whistleblowing System,” the draft resolution of the Government “On
Approval of the Technical Description and Procedure for Operating the Whistleblowing E-Platform” recommends:
1) approve the technical description of the unified e-platform for whistleblowing;
2) approve the procedure for operating the unified e-platform for whistleblowing.
Taking into account the importance of ensuring anonymity within the unified electronic platform for the reporting, the submitted draft has detailed the actions and sequences through which the Internet Protocol Address will be encrypted. For example, to encrypt the Internet Protocol Address, it is necessary to access a unified electronic platform through the TOR, Opera or Opera Mini network browsers. The Internet Protocol Address is automatically encrypted, ensuring anonymity, in case of accessing it through the TOR network browser.
In case of you accessing Opera or Opera Mini Browsers,it is necessary to perform the following actions:
1) Enter the “Menu” window.
2) click on “Settings” button.
3) Click the “Privacy & Security” button in the popup window.
4) Open the window “Connect virtual private network” (Enable VPN) button.
If you do the above, the Internet Protocol Address is encrypted, ensuring its anonymity.
With the adoption of the submitted draft, the implementation of the international obligations of the Republic of Armenia in the field of protection of signals and the full operation of the Law of the Republic of Armenia on Whistleblowing System will be ensured. The unified electronic platform for reporting will allow the whistleblowers to submit anonymous reports while maintaining their privacy. Additionally, the level of detection of crimes will rise with the creation and operation of the discussed platform.
