“There is a need for the Constitutional reform but the new Constitution Draft do not reflect the resolutions of the challenges in our country,” said Gabriel Balayan in the interview with the journalists mentioning that he knows all the members of Professional Council of the Constitutional Reforms; some of them are his teachers. As for him they are very clever but he cannot understand how they could compose such text. However, it is possible to emend many problems and to have homeland we dreamt of.
According to him, it astonishes the relation of the Council members to the Draft: “There were points in the Draft that have been criticized; for instance, the one that relates the right to live. While publishing the second part some problematic points have been eliminated. It seems that there is a lack of seriousness or lack of editing skills.”
The Advocate Tigran Atanesyan thinks there is need for Constitutional Reforms: “It is an artificial agenda and has the objective of political issues resolution. Before changing the Constitution we must answer one question: Has the contemporary Constitution ever operated? No, it has not. When we have just elections in that case the Constitutional mechanisms will operate and only after that we can speak about the necessity of Constitutional changes.”
According to him, this new Constitution will change the center of the power and in that case there would not be any fight for the position; the one who controls the majority of the Deputies will have the power.
As for the issue, that the Draft is under discussion, and that some points are eliminated or changed is a trap for the ensuring the imitation of the public discussion, according to the Advocate.
