Today, there was a press conference in the building of the Constitutional Court where the plan of Constitutional reforms has been discussed. The member of vocational faction of the Constitutional reforms Vardan Poghosyan said that this question was also discussed at the RPA session and if the authority of the Armed Forces is implemented by the government at a peacetime then the command is implemented by the Prime Minister.

He also mentioned that, according to the Constitution, the highest position in the system of the Armed Forces will be Chief of the General Staff.

One of the journalists said that Vardan Poghosyan was positively assessing the changes in 2005 and was traducing, in which he answered: “I did not say that the reforms of 2005 were the best. Besides, it has many disadvantages, and these disadvantages have been found out. But I was for the changes in the governing system but the NA rejected.”

The Chief of Staff-Secretary General of the National Assembly of the RA Hrayr Tovmasyan said that the former Prime Minister cannot be dismissed or cannot resign until new Prime Minister is not elected. He thinks that the new parliamentary system will be strong.

Vardan Poghosyan also mentioned that maybe in the result of the reforms the knowledge of Armenian language will be necessity, according to the new Constitution.
