The residents of 1st entrance of building 9 in Hambardzumyan Street of Vanadzor have been struggling against the inaction of the community since July 2013. Mentally disabled people live in the apartment which belongs to Vanadzor community and they constantly cause inconveniences to the residents of the house. The City Administration neglects the problem and do not carry out due control over such persons.
Specifically, 4 mentally handicapped persons live in flat 5 of building 9, with the permission of the community. There are no technical devices in the bathroom, the floor drain is missing and the wastewater and sewage pour down into flat 2 below.
Advocate Arthur Sukiasyan, the advocate who protects the rights of the owners of flat 2 has filed an application to the Court of General Jurisdiction of Lori marz with request of compensation of damages. The first court herein will take place on 30 January.
According to Arthur Sukiasyan today all relevant documents that prove that the damages are due to compensation are in place. The Civil Code establishes that the owner of the flat is responsible for maintenance of the flat. On the assumption of the fact that the mentioned above flat belongs to the community, the latter is obliged to maintain the minimal requirements, as installing the floor drain at least.
