Co-developers Hayk Suvaryan and Narine Sarkisyan applied to the mayor for the construction permit to reconstruct and unite the apartment 35 of the building 2 Tamanyan Street as a non-residential area. Their application was approved by Yerevan Mayor Hayk Marutyan on 26 November, 2019.

Armen Babayan, one of the residents of the building, mentions that part of the residents was against, and the construction permit was issued in violation of the procedure.

According to Armen Babayan, the residents of the building sent a letter to the municipality several times, claiming that the construction permit had been illegally issued to the developers, after which the Urban Development, Technical and Fire Safety Inspectorate sent a letter to the municipality stating that the urban planning documents had been provided in violation of the established order. The consent of the co-owners of the apartment building was not taken into account when issuing the design permit, so it is necessary to suspend the construction permit.
