According to the head of state, back in October he managed to convince Azerbaijani President Ilham Aliyev that it was possible to stop hostilities, but the return of refugees was a mandatory condition, including to the city of Shushi. However, the Armenian side considered this an unacceptable condition. Putin noted that this position was “unexpected” for him.

According to Putin, the situation in Armenia is the country’s internal affair.

“As for the internal political situation, it is not our business, it is Armenia’s business. Armenia is an independent, sovereign state, this state has the right to decide its internal affairs properly,” he said.
