Statement by Russian President Vladimir Putin in full: “The President of the Republic of Azerbaijan Aliyev, the Prime Minister of the Republic of Armenia Pashinyan, and the President of the Russian Federation have signed a statement declaring a complete ceasefire, on all military operations in the Nagorno Karabakh conflict zone stating on 10 November, 2020, at 00:00 Moscow time (01:00 Yerevan time).

The Republic of Azerbaijan and the Republic of Armenia stand in their occupied positions. The peacekeeping troops of the Russian Federation are deployed along the line of contact of Nagorno Karabakh and the corridor connecting Nagorno Karabakh with the Republic of Armenia.

Internally displaced persons and refugees return to Nagorno-Karabakh and adjacent territories under the auspices of the UN High Commissioner for Refugees.

The bodies of prisoners of war, other detainees and the dead are exchanged.

All economic and transport connections in the region are unblocked. The control over the transport communications is carried out by the Russian border guards.

“We assume that the agreements reached will create the necessary conditions for a long-term, full-fledged solution to the crisis over Nagorno-Karabakh on a fair basis, in the interests of the Armenian and Azerbaijani peoples.”
