Minister of Transport and Communication Gagik Beglaryan assumed the office on 15 June, 2012. When assuming the office he declared considerable assets:
1 flat,
1 land plot,
4 shares, 19.97 million, 30.74 million, 18.05 million and 14:19 million,
95 thousand USD,
282.96 million AMD,
Provided lend of 5.51 million AMD.
According to the declaration of 2012, by the end of the year the Minister’s funds decreased and totaled to 278.9 million AMD and 92 thousand USD. The income in this yrear totaled to 1.94 AMD.
In 2013, Gagik Beglaryan alienated two shares 19.97 and 14.18 million AMD worth and bought another share of 27.05 million AMD.
During that year his assets increased notably and toatled to 535.4 million AMD and 92 thousand USD. The income also grew and amounted to 273 million AMD, of which the income from salary was only 2.96 million AMD. Whereas the main share of this income was the sum of 269.88 million AMD accumulated from alienation of property.
However, it should be noted that in the declaration for this year there is no indication of alienation of any property. And this fact causes doubts that at the time of assuming office Gagik Beglaryan did not declare this precious property which was alienated.
In 2014, the Minister’s funds amounted to 92 thousand USD and 540.45 AMD. Income from remuneration for job totaled to 5.04 million AMD.
In 2015, the Minister’s funds amounted to 92 thousand USD and 543.65 AMD. Income from remuneration for job totaled to 7.2 million AMD.
It is strange that share-owner Gagik Beglaryan did not receive revenue from these shares or simply did not declare the income. In fact, the 2014 and 2015 declarations do no note anything about alienation of those shares, therefore they continue to belong to the Minister.
In 2012, Gagik Beglaryan’s spouse Nune Nikolyan, provided 18.85 million AMD as a loan. At the beginning of the year her funds totaled to 11.57 million AMD and 3.631 million USD. The income of 8 million AMD was received through dividends.
In 2013 Nune Nikolyan’s funds decreased and amounted to 32.07 million AMDS and 3.586 million USD. The income of 7 million AMD was received through dividends.
In 2015, the Minister’s spouse purchased a house built on the land plot for 500 thousand AMD and a land plot with 27.87 million AMD. Her funds amounted to 30 million AMD and 3.086 USD. The income of 20 million AMD was received through dividends.
In 2015, Nune Nikolyan bought a garage for 9.6 million AMD. The funds totaled to 39.2 million AMD and 3.07 million USD. The income was 47.45 million AMD which she received from the amounts paid for the lease of property. Note that dividends were left out the list of sources of income for that year.
So the Minister, who has such assets, has transferred to Artsakh Government account only 600 thousand AMD, which, by the way, is only 0.001 per cent of the assets in AMD for 2015.
