Prosecutor General’s Office: Large Losses caused to the State as a Result of Appropriation of Funeral Benefits

During the investigation carried out by the Department of the Protection of State Interests of the RA Prosecutor General’s Office an information from the State Social Security Service of the RA was received. It informed that in the period of 2013-2017, the social benefits in the amount of 200.000 AMD provided by the State Social Security Service for funerals of the deceased were received by the same individuals.

In particular, in one case the same person has received the 60,600,000 AMD allocated for 303 deceased, in other cases they received 52.800.000 AMD allocated for 264, 23.800.000 AMD allocated for 119, and 14.400.000 AMD allocated for 72 deceased respectively, etc.

In the scope of the investigation recommendations were sent to the Department of Economic Safety and Counteraction of Corruption of General Department on Combating Organized Crime of the RA Police and to the State Revenue Committee under Government of the Republic of Armenia

The undertaken measures revealed that the persons who received benefits in different periods of time were employees of the same LTD, or were connected with that LTD, and the same Ltd and in exchange of the amounts received with the support and organization of the Director of the Company, provided funeral services in exchange for the money.

It turned out that this Ltd. received over 29,000,000 AMD in in 2014; 51, 400,000 AMD in 2015; and around 51,000,000AMD in 2016.

Meanwhile, the company reports to the tax authorities indicated a turnover of only 8.242.500 AMD in 2014, 6.285.000 AMD in 2015; and 3.007.000 AMD in 2016 respectively.

As a result, the company’s annual revenues were calculated less and information on the revenues of only 20.777.500 AMD in 2014; 45.115.000 AMD in 2015; and 49.625.000 AMD in 2016 were submitted to tax authorities. The amounts of turnover tax and caused damage to the state, without penalties totaled to 5.775.857 AMD.

Considering that the violations allegedly contain crime, the Department of the Protection of State Interests of the RA Prosecutor General’s Office initiated a criminal case under the provisions of Article 205, Part 1 of the RA Criminal Code. The preliminary investigation of the case was assigned to the Investigative Committee of the RA.

It should be noted that this issue was raised by CSOs Anti-Corruption Coalition of Armenia at the latest session of the Anti-Corruption Council and the above mentioned processes followed it.
