If the Ministry of Justice attempts to carry out the training of advocates in the Academy of Justice without their consent and tries to turn such training obligatory, thus it will violate the principle of independency of the advocacy institute, which is provided under a number of international instruments. Director of the Advocates School Mr. Nikolay Baghdasaryan said in the interview to Iravaban.net referring to the statement of the Minister of Justice of the RA, where he said that it is planned to join the Advocates’ School to the Academy of Justice in future as well.
“The Chamber of Advocates always has a lever to close the way, which means that the Ministry will not be able to oblige not to use this lever. If the Advocates’’ community does not provide its consent, the law cannot act. Because in any case the Academy of Justice will not organize qualification exams,” Nikolay Baghdasaryan noted.
According to him neither this year or during the upcoming 50 years, Hrayr Tovmasyan, as well as the future Ministers of Justice will not be able to dictate their view on the Chairman of the Chamber of Advocates or the Board: they should accept the fact that the Advocacy Institute in our state is established.
