Who are nominated for the position of non-judge member of the Commission for Performance Evaluation of Judges?

On 13 December, an announcement to fill in the position of non-judge members of Commission for Performance Evaluation of Judges of the General Assembly of Judges was published on the official website of the Judiciary. The data of 6 candidates were submitted.

According to Article 77, Part 15 of the Judicial Code, an academic lawyer who possesses high professional qualities and has a degree in the field of jurisprudence and at least five years of professional work experience can be elected a member of the Commission for Performance Evaluation of Judges. The candidate may be self-nominated or be nominated by public organizations.

Karen Hakobyan, since 2018 until now, is a lecturer at the Chair of Constitutional Law at the Faculty of Law of Yerevan State University; a senior specialist in the legal examination service of the Court of Cassation.

Since 2020, he has been working in the Office of Financial System Mediator as a case investigating specialist.

Hayk Martirosyan has been a lecturer at YSU Law Faculty since 2002, assistant professor at the Chair of History and Theory of State and Law. Since 2017, associate professor of YSU Faculty of Law.

When studying the website of the non-governmental organization Transparency International Anticorruption Center (TIAC), it becomes clear that one of the candidates, Hayk Martirosyan, works in the NGO.

In the section “Team” of the website, Martirosyan is presented as a legal expert of the organization.

In his CV, Martirosyan noted that since 2019 he has been providing legal consulting and expert services in the field of administrative-legal relations, legal acts expertise, investment risk assessment and investment attraction policy. It is not mentioned separately that he works at the Transparency International Anticorruption Center.

Arnold Vardanyan, since 2018, has been a lecturer at the Chair of Criminal Processing and Criminalistics of the Faculty of Law of Yerevan State University and the School of Advocates. From 2021, he concurrently teaches at the Educational Complex of the RA Police. He has the rank of the Second Class State Councilor of Judicial Service. From 13 September, 2022, he is the Acting Head of the Legal Examination Service of the Court of Cassation.

Simon Farmanyan, since 2013, has been a lecturer at the Chair of Civil Law of the Faculty of Law of YSU, a member of the Chamber of Advocates, a lecturer at the School of Advocates. He is a licensed mediator since 2015, and a mediator accredited by the London Center for Effective Dispute Resolution (CEDR).

Hasmik Stepanyan, has been a candidate of legal sciences since 2009, and an associate professor since 2010. She is the author of 29 scientific papers.

Armen Yezekyan, holds the scientific title of associate professor since 2008, and the degree of candidate of legal sciences since 2004. He teaches at the Slavic University. From 1 September, 2011 until now, he is the Head of the Law Department of the State Administration Academy of RA.
