Prohibitions and fines for the use of video cameras and drones near the RA state border

The National Security Service has developed a draft law, which will regulate the use of video cameras and drones in the vicinity of border zone of the state border of the Republic of Armenia, some restrictions will be defined.

Today, on 18 March, the Government approved the draft.

The justification of the decision states that the need to adopt the draft laws “On Making Amendments to the Law on State Borders” and “On Amendments to the Code of the Republic of Armenia on Administrative Offenses” is conditioned by the fact that currently the law does not regulate the use of  video cameras and drones in the vicinity of border zone of the state border of the Republic of Armenia.

The shooting footages by the residents of the border area or the tourists with the help of video cameras and unmanned aerial vehicles do not escape the attention of the representatives of the border guard service of the neighboring state, which in turn gives rise to complaints about the mentioned actions.

In addition, the use of video cameras and unmanned aerial vehicles may have a very negative impact on the protection of the state border of the Republic of Armenia, in connection with which it is expedient to apply certain restrictions on the use of video cameras, including drones.

The adoption of the draft law “On Amendments to the Code of the Republic of Armenia on Administrative Offenses” is conditioned by the need to clarify the grounds for applying administrative measures against persons entering the border zone or staying there, as well as those violating the rules of residence or registration.
