More than 120 settlements attacked by Azerbaijani armed forces, 31 civilians killed, 106 wounded

The second interim report submitted by the Human Rights Defender of the Artsakh Republic on the atrocities committed by Azerbaijan against the population of Artsakh was spread through the diplomatic channels of the RA Ministry of Foreign Affairs.

According to the second interim report, 12 October, including, more than 120 civilian settlements, including densely populated (capital Stepanakert, Shushi, Hadrut, Martuni, Martakert, Askeran, Karvachar, Berdzor, Taghaser, Vardashat, Spitakshen, Meghavor, Nerkin Alashan, Madaghis, etc.) were attacked by the Azerbaijani armed forces, which were accompanied by the use of UAVs, artillery, rocket-propelled grenades, were largely indiscriminate, thus killing and injuring civilians.

According to the report, 31 civilians were killed on 12 October (8 women և 23 men, 1 child and 30 adults). 106 civilians were injured, 86 of whom seriously.

The Azerbaijani Armed Forces are neglecting their obligations to differentiate between military objectives and the civilian population. In addition, they did not take precautionary measures against the civilian population. In many cases, these attacks were targeted, deliberately, as military targets were located quite far from civilian targets, and the Azerbaijani armed forces used precision weapons, such as missiles and drones. The absence of military facilities in the attack areas once again proves the intentionality of Azerbaijan’s actions, which is tantamount to a war crime.
