Is the Failure to change the Date in One of the Two Phones we have such a Serious Violation of Movement Rules? Vardan Harutyunyan

Human rights activist Vardan Harutyunyan mentions that he left home prepared in accordance with all the requirements, but was fined.

I left home prepared in accordance with all the requirements, but I was fined. As far as I understand, in the amount of 100-200 thousand drams.

As a rule, we go out once a week for shopping. Not counting, of course, the visits to the store in the yard to buy bread. The last time we went out was on 14 April.

Today, the devil made us go out and we went to the “Van” supermarket located in the Garegin Nzdeh square for shopping. I quickly filled in the electronic versions of the movement papers in my and my wife’s phones, and at 2:30 p.m., when the rain stopped, we left.

The Police approached and asked to show the movement forms. I showed and it turns out that I haven’t changed the date of the form on my wife’s phone, the old date of 14 April was left.

I explain that we are a couple, we went out together, the same address is mentioned in the forms, the same time of going out, the same place of visit and the same purpose. Moreover, today’s date is mentioned in one of the phones. It’s a misunderstanding, it happens, maybe we won’t record it? But the policeman was firm He doesn’t even listen to my explanations, he doesn’t even try to check the authenticity of my words by looking at the phones. Please make the protocol at least in my name, not my wife’s. In this case, he agreed, and filled in my passport details. (We misled the virus).

As far as I understand, the purpose of the forms should not be fining a person at any cost, but to find out the scope of contact of a possible patient and, by and to prevent the spread of the infection.

Is the misrepresenting of the date on one of the two phones we have here a serious violation of movement rules that should cost 100-200 thousand drams? I do not believe.

If I am fined on the basis of this protocol, I will definitely appeal. I don’t think the court will consider my argument unreasonable.

Maybe at the end I should refer to Mr. Deputy Prime Minister Tigran Avinyan.

Isn’t the police obliged to listen to the citizen’s explanations before or during the compilation of the protocol, try to find out their authenticity, and then compile it, if necessary,” he says.
