The State of Emergency in Armenia extended until May 14: The Government made a Decision

Today, on 13 April, during a special sitting, the Government made a decision to extend the state of emergency in the Republic of Armenia until May 14.

The decision states that considering that the new coronavirus disease (COVID-19, hereinafter referred to as “infection” in the Republic of Armenia continues to threaten the lives and health of the population, and can lead to disruption of normal living conditions:

  • Based on the fact that the circumstances that led to the declaration of a state of emergency on 16 March, 2020, have not yet disappeared, as evidenced, in particular, the 1039 cases of coronavirus disease as of 13 April, 2020, 211 of which are recovered, 14 with fatal results (The increase in the number of cases since 16 March, 2020 was 1,009), as well as the fact that the further spread of the infection in the Republic of Armenia and the increase in the number of cases of infection continue to threaten people’s lives and health.
  • Taking into account the fact that such an emergency situation continues to be a direct threat to the constitutional order, endangering the component of the social state defined in Article 1 of the Constitution of the Republic of Armenia, taking into account the constitutional status of a person as the highest value defined by Article 3 of the Constitution of the Republic of Armenia, which obliges the state to take continuous measures to protect people’s lives and health, and the measures and restrictions applied during the state of emergency declared on 16 March, 2020 have had an impact on reducing the spread of infection,
  • Pursuant to Article 5 (2) of the Law on the Legal Regime of the State of Emergency, which authorizes the Government of the Republic of Armenia to extend the state of emergency, if the circumstances that served as a basis for declaring a state of emergency have not been eliminated until the end of the state of emergency,.

And, guided by Article 76 and Article 120, Part 1 of the Constitution of the Republic of Armenia, and Articles 1, 3, 4, 5, 7 and 8 of the Law on the Legal Regime of the State of Emergency, the Government of the Republic of Armenia decides to:

  1. Extend the state of emergency declared in the Republic of Armenia on 16 March, 2020 from 14 April, 2020 at 17:00 for 30 days, until 14 May, 2020 at 17:00 inclusive.
  2. Make the following changes in the decision N 298-N of the Government of the Republic of Armenia of 16 March, 2020 (hereinafter referred to as the decision):
  • In point 1 of the decision, replace the words “April at 17:00” with the words “14 May at 17:00”.

The decision will take effect from the moment of publication.
