There was no Indication related to the Control Systems of Armenia in the Recent Changes: Armen Sakapetoyan

“The Law on Structure and Operation of the Government entered into force on 1 June; some ministries were merged, some functions that were duplicated were revised, but the control system, which is one of the important systems was not addressed. The Anti-Corruption Strategy and its Implementation Action Plan for 2019-2022 has also been adopted, and there are no sufficient oversight mechanisms in place.” Lawyer Armen Sakapetoyan said this in an interview with Iravaban.net.

“Anti-corruption strategy is flawed because control systems are both preventive functions in terms of corruption, and they themselves are object for corruption as they exercise control and corruption risks are high in these systems,” Armen Sakapetoyan said.

According to him, there are 4 structures/bodies implementing similar functions in Armenia currently. These are: the State Audit Office, the Audit Chamber, the Ministry of Finance in the scope of its oversight powers and internal audit operating in all public systems.
