How many Mandates Each of the Three Political Forces will have in the National Assembly?

According to Article 95 of the Election Code: “Mandates of the National Assembly shall be distributed among the electoral lists of those political parties (alliances of political parties) which have received 5 per cent, in case of a political party, and 7 per cent, in case of an alliance of political parties, of ballot papers with affirmative vote out of the sum of the total number of ballot papers with affirmative vote and the number of inaccuracies.”

The Central Electoral Commission informs that according to the preliminary data the following picture has been obtained:

Thus, then following Parties have received the passing quotas:

  1. “My Step”Party Alliance – 884,456 or 43 percent,
  2. “Prosperous Armenia”Party – 103,824 or 27 percent,
  3. The “Bright Armenia”Party – 80,024 or 37 %.

According to Article 76 of the Electoral Code, the minimum number of deputies of the National Assembly shall be 101.

According to the Electoral Code, the number of votes received by political parties or alliances is multiplied by 101 (the minimum number of mandates of the National Assembly), divided into the sum of ballots voted for the political forces, which is 1,068.304.

Thus:

  • “My Step” Alliance received – 884 456 X101 / 1 068 304 = 83,6 -> 84 seats
  • “Prosperous Armenia” Party received – 103 824   101 / 1 068 304 = 9, 8 -> 10 seats
  • “Bright Armenia” Party received 80 024   101 / 1 068 304 = 7,5 -> 7 seats

The total is 101 seats.

Four parliamentary mandates will be distributed among the representatives of the national minorities –each will receive 1 mandate on the basis of the last census data preceding the elections, with the first four national minorities having a larger number of permanent residents, on a mandate basis.

According to the latest census, the first 4 ethnic minorities in Armenia have the largest number of permanent residents: Assyrians, Russians, Kurds, Yezidis.

The mandates of national minority representatives are distributed between the parties (party alliances) by the sequence of decreasing coefficients.

It turns out that “My Step” Alliance receives all four mandates.

However, it should be taken into account that 1/3 of the mandates should form the 2nd and 3rd political forces.

In this case, additional 44 mandates will be complemented to the other two forces to secure 1/3.

The number of additional mandates available for each political party shall be determined as follows: the number of mandates received by that political party shall be multiplied by the number of AM, the product shall be divided by the total number of mandates received — before providing additional mandates — by political parties receiving additional mandates, and the integer numbers (17) shall be parted which shall be the numbers of additional mandates available for the given political party.

  • “Prosperous Armenia” Party – 10 X44 / 17 = 25,8 -> 26 mandates
  • “Bright Armenia” Party – 7  X44 / 17 = 18,1 mandate.

Thus, the 7th convocation session of the National Assembly will have 132 deputies, from which:

  1. “My Step” – 88 seats
  2. “Prosperous Armenia” Party – 26 seats
  3. “Bright Armenia” – 18 seats.

Notably these are preliminary data and there may be changes. Changes will also be made in the lists as some of them may be appointed to other positions and thus not receive the mandate.
