“Yes he had the right,” advocate Heronaz Tigranyan said. She added, “While on vacation the person is entitled to resign, if he has written the resignation letter then it is not prohibited. It would have been prohibited if it was on other grounds.”
According to Advocate Marat Atovmyan, there is no limitation in this case, “Minister’s position is a political one and the Law on Civil Service does not apply to it. At the same time the Labor law applies in part,” Mr. Atovmyan said. According to the lawyer, it would be advisable to clarify the legislation on political and discretionary positions.
