On 22 April 2015, the RA Special Investigative Service issued a statement that an employee of the “Scientific Center of Traumatology and Orthopedics” reported that on 21 March 2014, at approximately 12:00 the driver of the vehicle “BMW” and the passenger had a dispute with the doctor in the yard of the mentioned scientific center. During the dispute the passenger hit him and the driver shot on his face with a gas gun causing bodily injury, informs the Special Investigatory Service of the RA
According to the source, later it was decided to discontinue the proceedings of the criminal case initiated pursuant to the features of Part 4, Article 258 of the RA Criminal Code in the Central Investigation Department of the RA Police. Legality of the decision had been checked by the prosecutor of Kentron and Nork-Marash administrative districts’ prosecution office. Later the decision made on the criminal case was revoked and conditioned by the factual circumstances of the case, starting from the necessity of guaranteeing comprehensive, complete and impartial investigation, the criminal case was sent to RA Special Investigation Service.
The source recalls that during the objective preliminary investigation of the case Arman S. was charged according to Part 4 of Article 258 of the RA Criminal Code because his brother and he had a dispute with the doctor of the “Scientific Center of Traumatology and Orthopedics” in the yard of the mentioned scientific center. In the result of the dispute Arman S. and his brother had intentionally violated the public order for a long time and expressed blatant disrespect towards society by loudly swearing the doctor in the presence of a number of citizens. It was combined with the use of violence against him. They have hit him; Arman S. had shot on the doctor’s face with a gas gun causing bodily injuries. Arrest was chosen as a restraint for Arman S..
On 30 April 2015 new criminal case was initiated on the materials of the criminal case according to Part 1 of Article 308 of the RA Criminal Code on the fact of abuse of official powers by public officials implementing the proceeding.
In the framework of the new criminal case on 5 May 2015, the Head of the Investigative Division of Malatia-Sebastia administrative district of Yerevan Investigative Department of the RA Investigative Committee was arrested on suspicion of abuse of official position. During the implementation of the preliminary investigation of the mentioned criminal case on hooliganism the latter has served as deputy chief of the GCI Central Investigation Department of the RA Police. Preliminary investigation is in process.
