“A Thousand Apologies, but I should have torn the First and the Second Parts of the Constitution;” Avetik Ishkhanyan

“There is a good film about the Dead Poets Society; there is an interesting part in that film, which says that the first shall be torn and thrown, it is important to read and to understand the contents. A thousand apologies, let it be considered a criminal offense, but I should have torn and throw away the first and the second part of the Constitution. I am interested how the government is formed. Although these chapters proclaim human rights, by its nature it expresses the government-citizen relations,” thinks Avetik Ishkhanyan President of Helsinki Committee of Armenia.

During the discussion “The Role of the Civil Society in the Process of Constitutional Reforms” he referred to the system of state government saying, “This system is called a presidential or semi-presidential system, the examples of the USA or France are brought as successful examples and a number of African, Asian and Latin American countries that achieved independence were led by this example and have failed at least in the terms of democracy.” In addition, according to the President of Helsinki Committee of Armenia, these countries have had crises. “Has Armenia had crises? Let us remember, in 1995, 1996, 2003, 2008, and so on,” Mr. Ishkhanyan said.

However, speaking of constitutional reform, he said that such processes are typically initiated by the government, but it should be vice versa, “Reforms should be imposed from the bottom of society, opposition, trade unions and intellectuals. Anyway, I’m not aware that the leadership of the country will voluntarily limit its power. Does this sense exist in the lower layers? I think there is a little.”
