Why did the Issue of Allocation of 110,000,000 AMD disappear from the Agenda of the RA Government Session?

The 12 February Session of the Government the RA Ministry of Justice was recognized as authorized body for registration of secured rights to the portable property provided by the “RA Law on Registration of the Secured Rights to the Portable Property.”

At the same session, as point 8 of the agenda, the RA Minister of Justice Hovhannes Manukyan introduced the draft on recognizing the Authorized Body. This draft clearly defined that adoption of the decision on “Recognizing the Authorized Body” by the RA Government shall not provide the increase or decrease in revenues or expenses in budget of the state or local self government body.

However on today’s session (10 March), interesting developments took place. First, today in the morning, prior to the beginning of the session, point 36 appeared in the e-gov.am website. Iravaban.net downloaded the draft, which clearly defined that a sum of 110,000,000 AMD from the state budget was needed for “introduction of the single registry of registration of secured rights to the portable property and for this purpose allocate 110,000,000 AMD to the Republic of Armenia Ministry of Justice in the 1st quarter of 2015 for introduction of the single registry, at the account of the funds allocated in the RA State Budget 2015 for accumulation funds of the RA Government (economic classification of budgetary expenditure “Intangible fixed assets”). The sum was to be provided for the activities that did not foresee expenditures on 12 February.

The point was withdrawn from the regular session, and no further information was provided in the e-gov.am website.

Prior to the start of today’s session Davit Harutyunyan, Minister Chief of Staff of the RA Government suggested withdrawing the point. The discussion showed that the issue of withdrawal of the point had been solved.
