Mr. H. Harutyunyan, citizen of Yerevan applied to Yerevan Advocacy and Assistance Center and informed that his signature under the tax and other documents had been forged, which resulted in misappropriation of large sums.
Mr. Harutyunyan had submitted application on the fact to the State Property Management Department. The latter did not initiate criminal case on the fact. Instead, they assigned a court expertise of handwriting and then took a decision to dismiss initiating criminal case. During the next 8 (eight) months they did not provide to Mr. Harutyunyan the decision to dismiss initiating criminal case, the opinion on handwriting expertise and the copies of the documents of the case.
After studying the materials, Mrs. Anahit Hakobyan, advocate of Yerevan AAC was involved in the case. She lodged an application referring to this problem to the RA General Prosecutor’s Office. The application was assigned to the Investigation section of State Property Management Department. Even after that the investigation officer tried to refrain to provide the necessary documents. Further, the advocate met with the prosecutor who was supervising the case. She introduced the details of the issue and got the decision to dismiss initiating criminal case, the opinion on handwriting expertise and the copies of the documents of the case
After obtaining all necessary documents the advocate as appealed the decision to dismiss initiating Criminal Case.
