In the hall of the National Museum-Institute of Architecture of the RA Minstry of Urban Development, Narek Sargsyan, Minister of Urban Development presented the projects and works implemented in the last three months and those planned.
The Minister noted that the activities in the last three months have been directed at the implementation of necessary structural reforms in the sector, development of new and pending legislative packages, steps towards the implementation of new projects of investment in the urban development and ensuring the process of continuous programs of the ministry, expansion of participation in the international cooperation programs, as well as establishment of new-quality state-specialized NGO relationships.
The following legislative initiatives have been observed:
1. Development of the RA draft law on “The architectural activity” jointly with the Union of Architects of Armenia.
2. The draft package of the RA Government decision on “Approving the procedure of issuing construction permits in Armenia” has been developed and presented to the RA Ministry of Justice. The project development is aimed at revealing the possible reserves for simplification of construction procedures and their legal incorporation. The development of the draft law on “Construction in the Small Center of Yerevan” is in its final stage.
3. The draft decision of the RA Government on “Supplementing the RA Government decision N 826 of April 12, 2001” has been developed and presented to the interested bodies. The major aim of the project is the resolution of the problem concerning the occupation of areas of common use and their actual utilization in the period of construction work.
4. It is planned to develop and present to the RA Government until the end of 2014 the draft decision of the RA Governmet on “Supplementing the RA Government decision N814 of June 7, 2012”, with the main purpose of expanding the list of objects of the multiple-usage catalogues set by the current decision, including in them not only residential, but also other public and industrial (food, trade, service, etc.) objects to improve the free market relations and business environment in the republic.
5. Several drafts of legal acts directed at the solution of housing issues have been developed- draft decision of the RA Government on “Approving the distribution and allocation procedure of the N5 apartment-building apartments reconstructed with state funds in the Tsakhkahovit Community of RA Aragatsotn marz”, which has been presented to the RA Government approval. In this context a draft decision of the RA Prime-Minister has been developed on “Creating an Inter-departmental commission and approving its personal staff”.
6. The draft decision of the RA Government on “Approving the apartment selling procedure of the multi-apartment housing complex being constructed on 6/1 Adonts street, Yerevan in the framework of the project on providing affordable apartments to the state employees” has been developed and presented to the RA Government for consideration.
7. In the sphere of construction pricing it is planned to review the percentages of technical and copyright control services in the process of calculating construction works with operating prices, which is expected to raise the service effectiveness and responsibility of subjects carrying out technical and copyright control in the sector, which will in its turn lead to the quality improvement of state-financed construction works.
