“The Housing Program Is Very Flawed”: Chairman of the “Return to Karvachar” NGO

The NGO Network for the Protection of the Rights of Forcibly Displaced People from Artsakh was founded on March 12, 2024, uniting twelve civil society organizations.

David Yeghiazaryan, director of the “Return to Karvachar” NGO, a member of the network, noted in an interview with Iravaban.net that he has been cooperating with the Armenian Association of Lawyers since 2021, which has helped the NGO on a number of issues. He said they joined the NGOs dealing with the protection of the rights of forcibly displaced people from Artsakh with great enthusiasm.

“There are differences between those displaced in 2020 and those displaced in 2023. First of all, the approach regarding the displaced people from Karvachar and Kashatagh regions, because at that time the Armenian government took upon itself the housing program for the displaced from these two regions. For those displaced from other regions, some interim measures were organized.

In 2023, we have a situation where the Republic of Artsakh effectively does not exist, and the Artsakh government has washed its hands of many issues, even under conditions of not existing de jure, as if they do not even show elementary concern for these issues,” he said.
