Arshak Hakobyan testified in the Court in the Case of Vladimir Gasparyan

On 14 March, the investigation in the case of former Chief of Police Vladimir Gasparyan took place in the Anti-Corruption Criminal Court. Judge Suren Khachatryan was the presiding judge at the court session.

The indictment, stated that Gasparyan, knowing that Susanna Sardaryan (Gasparyan), who is in a de facto marital relationship with him, did not show at workplace at the Military Police of the Ministry of Defense and never performed the official duties arising from the position, and she was paid the salary.

The state suffered a particularly large loss of 17 million 275 thousand 721 drams.

Vladimir Gasparyan was also charged with registering the property (car) actually belonging to him in the name of Arshak Hakobyan, who actually performs the duties of the head of security, that is, using his official position, with prior agreement with Arshak Hakobyan, legalized particularly large amounts of property obtained through criminal means.

According to Iravaban.net, Public Prosecutors Armen Muradyan, Arsen Gevorgyan, the accused Vladimir Gasparyan, and his defense attorney Erik Aleksanyan appeared at the court session. The victims’ representatives Samvel Poghosyan and Aram Martirosyan did not appear, only Arshak Hakobyan appeared among the witnesses.

In response to the question of the judge who asked which of the trial participants he knew and what kind of relationship he was in with them, witness Arshak Hakobyan answered that he knew all of them and was in working relationships with them.

The witness stated that the Mercedes Benz G500 car belongs to Vladimir Gasparyan, and since he was busy with work, he went to buy the car himself and registered it in his name.

The prosecutor asked questions to Hakobyan.

– During the investigation of the case, data was obtained that in 2013 a Mercedes Benz G500 car was purchased from “Avangard Motors” under your name. Was it yours or Vladimir Gasparyan’s?

– Vladimir Gasparyan’s.

– Who paid the money?

– Vladimir Gasparyan.

– Did he pay it himself?

– I was busy, the boys went to pay or maybe I paid it. I do not even remember.

– According to the data of the case, the value was 71 million 556 thousand drams. Was the money paid by you or by someone else?

Lawyer Erik Aleksanyan objected, noting that the witness already said that he does not remember.

To the prosecutor’s next question about what the “fate of the car” later, the witness answered that it was sold, but he does not know to whom it was sold, because he was not present.

– Do you know Heghush Galstyan?

– Yes.

– How do you know each other?

– Mr. Gasparyan’s mother-in-law.

– Did the latter have anything to do with the purchase of cars or not?

– It was taken from home, they paid for it, and I do not know who paid.

According to the indictment, during the years 2005-2021, various immovable properties belonging to Vladimir Gasparyan in the city of Yerevan and in the RA marzes were registered in the name of Vladimir Gasparyan, his family members, as well as persons related to him, his mother Angela Gasparyan and his wife Susanna Sardaryan’s mother Heghush Galstyan. Properties, as well as movable properties. In addition, Vladimir Gasparyan, his family members and a person related to him Heghush Galstyan made bank non-cash expenses, utility payments, but both the market values ​​of purchased immovable and movable properties, as well as expenses and the ratio of the utility payments made was were notably different from the legitimate incomes received by them.

The prosecutor was also interested in the Mercedes Benz S500L car purchased in 2014. The witness answered that that car was sold; the money was paid in small portions and taken. They bought another car, and the said car is Vladimir Gasparyan’s again.

Arshak Hakobyan told the court that his nephew, Erik Hakobyan, sold the car, brought it and gave the money to Vladimir Gasparyan. “How should I know or what right do I have to ask Mr. Gasparyan, where did you get this money?”

The prosecutor mediated to allow publication of the 2022 protocol of Arshak Hakobyan’s interrogation. He emphasized that as a result of the preliminary investigation, it was clearly stated that the payment was made by Vladimir Gasparyan’s mother-in-law Heghush Galstyan, and now he states that the latter has nothing to do with it.

The court, after discussing the petition submitted by the prosecutor Armen Muradyan regarding the pre-examination testimony of Arshak Hakobyan, decided to satisfy the petition and to allow the publication of the witness Arshak Hakobyan’s testimony.

During the investigation, the witness said: “As far as I remember, the payment for one of the cars was made in the name of Vladimir Gasparyan’s mother-in-law, Heghush Galstyan.”

Today in the Court, Arshak Hakobyan again claimed that he does not remember what exactly the payment was made for. “In any case, these are Vladimir Gasparyan’s money.”

Considering that no other witnesses appeared at the session, it was postponed. The next court session was set for 20 March.
