The Government has undertaken a Commitment to implement the eCourt-Statistics Tool, which is considered a Component of the Electronic Justice System

Judicial and legal reforms 2022-2026. It is planned to introduce the electronic justice (eJustice) system and tools with the strategy and action plans arising from it.

According to the 2022-2026 Strategy for Judicial and Legal Reforms of the Republic of Armenia and the Action Plan Stemming from that, it is planned to introduce the electronic justice (eJustice) system and tools.

Under the Open Government Partnership-Armenia National Action Plan, the RA Government has undertaken a commitment to implement the eCourt-Statistics Tool, which is considered a component of the Electronic Justice System, which will allow analyzing the processes related to the examination of pre-trial and judicial cases (substantive and formal) according to pre-determined statistical indicators (statistical data ) and using the “open data” format.

How will the commitment promote transparency?

Through the introduction of statistical indicators defined on the basis of international experience and consultation, the processes of the judicial system (simplification of the paperwork process, technical notices), logic and final results will be available, in addition, citizens will have the opportunity to follow the progress of the case online. It is expected that this will increase the transparency and public control of the law enforcement system.

How will commitment help promote accountability?

Tools and mechanisms that will make available all processes related to the examination of court cases, including deadlines will be introduced within the framework of the system. All existing electronic systems and databases of justice and government agencies will be integrated.

The instrument will greatly improve the accountability of the judicial system and create ample opportunities for public oversight.

How will the commitment improve citizen participation in defining, implementing and monitoring solutions?

It is proposed to develop and introduce within the framework of eJustice, a tool of the judicial system, which will enable statistical and analytical work on judicial processes, starting from the pre-trial stage.

This can be achieved by combining existing electronic systems, introducing unified electronic communication between the bodies of the justice sector.

At the same time, it is necessary to improve the existing statistical lines and statistical cards.

In addition, in accordance with international obligations, it is necessary to provide separate statistics for corruption cases, including statistical information by positions, by the distinction between public and private sectors, information on corruption crimes committed by legal entities.

This publication was prepared by the “Armenian Lawyers’ Association” (ALA) NGO in cooperation with CSO Anti-Corruption Coalition of Armenia within the framework of the “Multi-Faceted OGP Action: Open Justice & Anti-Corruption Commitments” project implemented with the support of the Open Government Partnership (OGP), in the framework of the European Union funded “EU for Integrity Programme for the Eastern Partnership” Action.

The publication expresses the position of the author, the ALA, which does not necessarily coincide with the position of the OGP and the EU.
