Haykuhi Harutyunyan is the Chairwoman of the Corruption Prevention Commission since 26 November, 2019.
Iravaban.net reports that when assuming the position Harutyunyan declared:
- an apartment in Yerevan, in the Arabkir administrative district, with sole ownership, which was purchased in 2007,
- individual residential house in Vanadzor, Lori Marz, with joint ownership, which was purchased in 1997,
- 1,001,659 AMD,
- 698 USD,
- 11,818 EUR.
As of the day of assuming the position, Harutyunyan handed over two loans, in the amount of 2 million AMD and 22,535,000 AMD.
Her income was received from salaries and two other incomes: 7,466,000 AMD, 5,673 EUR, 368 USD.
According to the 2019 annual declaration, her funds in bank accounts amounted to 1,487,899 AMD, 16,470 EUR, 537 USD and another 650,000 AMD in cash. Revenues were:
- 7,195,520 AMD from salaries received,
- 10,612 EUR from wages received,
- $368 from wages received,
- AMD 1,618,000 from other income.
It becomes clear from this declaration that Haykuhi Harutyunyan handed over one of the loans in the amount of 2 million AMD to Levon Barseghyan. It should be noted that Levon Barseghyan is the founder of the “Asparez” Journalists Club.
The other loan mentioned above is a deposit in the bank, which amounted to 22,536,576 AMD at the end of the year.
In the 2020 annual declaration, Haykuhi Harutyunyan stated that Levon Barseghyan returned 1 million AMD from the 2 million AMD loan that he had received.
The amount of her deposit increased significantly in one year, making 30,772,547 AMD. The funds of the CPC Chairwoman in the bank accounts amounted to 1,815,554 AMD, 7,084 EUR, 525 USD. The income was 12,056,853 AMD from the received salary and 2,536,000 AMD from the interest received on loans.
It becomes clear from the 2021 annual declaration that the money given to Levon Barseghyan was returned.
In this year Haykuhi Harutyunyan provided a loan of 42,955,000 AMD to “Luyser” CJSC. It should be noted that “Luyser”, according to the information provided, has more than 15 years of experience in the fields of construction, investment, design and finance.
It is assumed that Haykuhi Harutyunyan bought an apartment from the Company.
The amount of deposit is no longer indicated in this declaration. Her funds in the bank account also decreased: 1,693,114 AMD. The income was 15,866,464 AMD, which was received from the salary.
Haykuhi Harutyunyan also took a loan in the amount of AMD 30,068,000.

In 2019, Haykuhi Harutyunyan’s father, Hayk Harutyunyan, declared an individual residential house in Vanadzor, jointly owned, as well as 1,325,000 AMD.
Her mother, Luysanush Harutyunyan, declared an individual residential house in Vanadzor as joint ownership, deposits of 180,000 rubles and 1,000 USD, 680,000 AMD in cash and 62,000 AMD income.
Haykuhi Harutyunyan’s sister, Hasmik Harutyunyan, who is a Legal Expert of the “Protection of Rights Without Borders” NGO, in her annual statement for 2019 declared:
- an individual residential house in Vanadzor with joint ownership
- 2007 BMW X3 3.0 I, purchased in September 2019 for $5,800.
- 6,000,000 AMD deposit in the bank,
- 2,006,815 AMD to the bank account,
- 450,000 AMD in cash,
- 7,500,000 AMD income from salary,
- $103 in income from wages received,
- 614 EUR income from salary.
While studying the statement of the CPC Chairwoman, we come across another remarkable fact. Eline Avetisyan, who also submitted a declaration in 2019 and 2020, is also mentioned as a person living together with her.
In 2019, Eline Avetisyan declared 202,202 AMD in her bank account and 3,092,762 AMD of income from her salary. It is noteworthy that the organization paying the salary is the Commission on Ethics of High-Ranking Officials (The Corruption Prevention Commission was established on 26 November, 2019 on the basis of the RA Law “On the Commission for Prevention of Corruption”. It is the successor of the Commission on Ethics of High-Ranking Officials).
In 2020, Eline Avetisyan declared 106,143 AMD in a bank account, 700,000 AMD in cash, 3,377,843 AMD as salary received from the Corruption Prevention Commission.
While studying the voter register of the Central Electoral Commission, it is assumed that Eline Avetisyan is Haykuhi Harutyunyan’s uncle’s daughter.

In response to a written inquiry by Iravaban.net, the Corruption Prevention Commission reported that Eline Avetisyan worked at the Commission on Ethics of High-Ranking Officials since 13 October, 2017, as the Chief Specialist of the Department of Legal Proceedings.
It was also noted that the fixed-term employment contract signed with Eline Avetisyan was terminated on 23 July, 2021, according to a personal application.
