The CSTO answered the question about the legal basis of peacekeeping operations

The Secretariat of the Collective Security Treaty Organization has commented on the application of a number of media regarding the legal bases of peacekeeping operations by the CSTO Collective Peacekeeping Forces.

“The implementation of CSTO peacekeeping operations is regulated by the Agreement on Peacekeeping Activities of 6 October, 2007. According to Article 3 of the Agreement, the decision on peacekeeping activities in the territory of one of the CSTO member states is made by the CSTO Collective Security Council, based on the respective official application of the given state and immediately informing the UN Security Council.

The decision on the implementation of peacekeeping activities in the territory of a state that is not a member of the organization is made on the basis of the decision of the UN Security Council.

Currently, the protocol of 16 September, 2021 on making changes to the above-mentioned Agreement, which defines the order of defining the state that coordinates cooperation with the United Nations on behalf of the CSTO in the field of peacekeeping activities, is in the process of ratification.

If there are proposals to change the legal basis for the use of collective peacekeeping forces of the CSTO, they will be agreed with the member states”, the message of the CSTO Secretariat states.
