The Diplomatic Department reminded that Russia, as a permanent member of the UN Security Council and one of the nuclear powers, bears a special responsibility in strengthening strategic stability and international security in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
“In carrying out its policy in the field of nuclear deterrence, Russia is strictly and consistently guided by the postulate of the inadmissibility of a nuclear war in which there can be no winners and which should never be unleashed,” the statement said.
The statement emphasizes that the Russian Federation hypothetically allows a “nuclear response” only in response to aggression using weapons of mass destruction or aggression using conventional weapons when there is a threat to the existence of the state.
The document also states that Russia relies on continued compliance with existing agreements in the field of nuclear arms reduction and limitation, reducing strategic risks and the risk of international incidents and conflicts, which are fraught with escalation at the nuclear level.
