RA Prime Minister Nikol Pashinyan, in his speech at the “Civil Contract” Party conference, referred to the tripartite meeting to be held in Sochi at the initiative of Russian President Vladimir Putin.
“I am ready to officially accept, if necessary, to sign the document on reaching an agreement based on 15 points in a tripartite format, that is, to accept that document as a basis for signing a peace treaty between Armenia and Azerbaijan. Yesterday, I also said this at the closed session of the CSTO in the presence of the President of the Russian Federation, and I also wrote on Twitter. I confirm and in my post on Twitter there was such a feature: I hope that the Russian Federation will defend its recommendations. This is a very important detail, because it is also an important detail that this resolution will bring security to NKR and RA or not, or bring to peace or not. Yes, there is also about Russian peacekeepers. Do we want Russian peacekeepers to continue their activities in Nagorno Karabakh? Of course we want. Yesterday, the President of Nagorno-Karabakh made a statement. I officially say that I am ready to sign the document in Sochi and accept that the presence of Russian peacekeepers in Nagorno-Karabakh will be extended unconditionally and without conditions for 10, 15, or 20 years. I suggest that the President of the Russian Federation make that proposal, if necessary, I will make that proposal, but the Russian Federation must support that proposal, because I cannot decide that the Russian peacekeepers should stay there for a certain period of time. Pashinyan also mentioned that it is necessary to reflect on what the Russian peacekeepers are doing in Nagorno-Karabakh, because the events of Parukh have not been forgotten. “We have not forgotten not only because it is an important issue, that there was an agreement at a high level that this problem should be resolved, that is, Azerbaijanis should leave the zone of responsibility of Russian peacekeepers, and this agreement, promise and commitment has not been fulfilled until now, but it is also important because, like our critics, in order to hurt us, say: do you want to give away Karabakh one by one? Being the target of criticism, there is truth in it. These are questions that need to be answered.”
There was a question whether the Russian Federation consistently and firmly defends its proposals or not.
“I declare that I am ready to sign that paper in Sochi, based on the proposals of the Russian Federation, to sign the paper on the extension of the peacekeepers for 10, 15, 20 years. I am ready to sign it. Let the Russian Federation, as a mediator, present the draft, referring also to the Russian document, so that no one has any doubts, I am saying this publicly so that there is no room for speculation,” he said.
Speaking about the sovereignty of Armenia, Nikol Pashinyan mentioned that it should be noted:
“As in the founding documents of our party, even today the sovereignty, and independence of the RA is the highest goal for us, and today we must loudly and clearly declare and record that under any circumstances we will not cede our statehood, our sovereignty and independence to anyone and we are a party that will stand for independence, sovereignty, and statehood.”
He mentioned that Armenia’s statehood needs a new theory, because the broken theory of 30 years put on the shelf, in the conditions when the forces that founded the state or the forces ruling the state fought against that theory, such theory can no longer exist.
