Arzumanyan was born on 12 July, 1973, in Stepanakert. He has the military rank of Lieutenant General.
In 1991-1992, volunteer of Ashot Ghulyan’s detachment, in 1992-1995, deputy battalion commander of the Martakert defense district, battalion commander, deputy squad commander, regiment, in 1995-1999, of the Separate Intelligence Battalion.
Graduated from Yerevan State University (1999).
In 2000-2004, commander of a military unit, since 2004, a student of the Military Academy of the Russian Defense Ministry.
Arzumanyan participated in the self-defense and liberation battles of Martakert, Varanda (Fizul), Askeran, Karvachar (Kelbajar) and other regions.
During the 44-day war, he was appointed Minister of Defense of Artsakh and commander of the Armed Forces by the decree of the President of Artsakh. He was relieved of his post in 2021, and then appointed advisor to the President of Artsakh.
He was awarded the NKR “Battle Cross” Order of 1st degree and the RA “Battle Cross” Order of 2nd degree, the NKR Medal “For Liberation of Shushi”.
