The “Civil Contract” Party announced the names of the NA President and Vice Presidents

The “Civil Contract” party reported that the candidate for the post of the President of the National Assembly is Alen Simonyan, the Vice Presidents are Ruben Rubinyan and Hakob Arshakyan.

It should be reminded that according to Article 95 of the RA Electoral Code, “the mandates of the National Assembly shall be distributed among the electoral lists of those political parties (alliances of political parties) which have received 5 per cent, in case of a political party, and 7 per cent, in case of an alliance of political parties, of ballot papers with affirmative vote out of the sum of the total number of ballot papers with affirmative vote and the number of inaccuracies.

Where less than 3 political parties (alliances of political parties) have received at least 5 (7) per cent of ballot papers with affirmative vote out of the sum of the total number of ballot papers with affirmative vote and the number of inaccuracies, 3 political parties and alliances of political parties having received the maximum number of ballot papers with affirmative vote shall participate in the distribution of mandates.

The Central Electoral Commission has summarized the results of voting in all 2008 polling stations, according to which in the top three are:

  • “Civil Contract” Party – 687 414 / 53․92%
  • “Armenia” Alliance – 268 300 / 21․4%
  • “I have Honor” Alliance – 66 647 / 5․23%

Iravaban.net  reports that according to Article 76 of the Electoral Code, The minimum number of Deputies of the National Assembly shall be 101.

Mandates of the National Assembly shall be distributed among political parties (alliances of political parties) in proportion with the number of ballot papers with affirmative vote cast in favor of each of them.

The calculation of the number of mandates available for each political party (alliance of political parties) shall be carried out as follows: the number of ballot papers with affirmative vote cast in favor of each political party (alliance of political parties) shall be multiplied by 101, the product shall be divided by the total number of ballot papers with affirmative vote cast in favor of political parties (alliance of political parties) having passed the threshold, and integer numbers shall be parted, which shall be the numbers of mandates available for each political party (alliance of political parties).

  • “Civil Contract” Party – 687 414 x 101 / 1 022 361 = 67.9  →68 mandates
  • “Armenia Alliance”– 268 300 x 101 / 1 022 361 = 26,5  → 26 mandates
  • “I have Honor” Alliance – 66 647 x 101 / 1 022 361 = 6.58  →7 mandates

In total 101 mandates.

Four mandates of Deputies shall be distributed among national minority representatives by the principle of 1 mandate to each of the first 4 national minorities with the largest number of resident population according to the data of the latest census preceding the elections.

According to the latest census, the first 4 national minorities with the largest permanent population in Armenia are Assyrians, Russians, Kurds and Yezidis.

Mandates of national minority representatives shall be distributed among political parties (alliances of political parties) by the sequence of reduction of coefficients.

It turns out that the Civil Contract will get 3 mandates, the “Armenia” Alliance will get one mandate.

However, it should be taken into account that 1/3 of the number of mandates received should be the 2nd and 3rd political forces.

In this case, in order to ensure 1/3 against the CP, the mentioned number will be filled with 2 more mandates, which will be given to the “Armenia” Alliance.

Thus, there will be 107 deputies in the session of the 8th convocation of the National Assembly, and the mandates shall be distributed as follows:

  1. “Civil Contract” Party – 71 mandates
  2. “Armenia Alliance – 29 mandates
  3. “I have Honor” Alliance – 7 mandates

Note that these are preliminary data and changes are possible.
