Speaking about the recent developments around Artsakh and the situation in Armenia, Armenian President Armen Sarkissian said at a meeting with representatives of the Russian-Armenian community in Moscow that “in any country where such a great tragedy takes place, there is a solution: the Government that led to the tragedy must leave “.

“If a politician is strong, he can return later. The previous elections were 2.5 years ago, when the country was completely different, now we live in a different country. The crisis cannot be estimated by the number of people in the square. In any case, I do not agree that the crisis should be assessed taking into account only the number of people gathered in the square,” Armen Sarkissian said.

The President of Armenia spoke about a civilized way of solution – early elections and a government of temporary national unity.

“Someone respected by all forms a government and it is preferable for that government to be a technocrat. That government must work for half year or a year until new elections, when the people give a mandate to some force again. A referendum must also be held during this period. “It is necessary to change either the Constitution or to make that Constitution more humane,” he said.

Armen Sarkissian noted that “the current Constitution has no leverage of restraint and balance, and it is also because of that fact that only about 5% of my potential has been used during the last 2.5 years.”

“There must be a balance between the parliament, the government and the presidential institutes. I think that even if we remain a parliamentary country, the president should be elected by the people. In our country, all the positions are appointed by the parliament, but where is the balance? Why are we surprised that we have what we have?” he said.

Touching upon the question of who can be the next Prime Minister, Armen Sarkissian noted that the solutions should not be connected with an individual.

“There is an institution of the president. The president does not want to become prime minister, I have no ambitions, I am not a competitor for anyone. I see my role in the following – to help our society to get out of this difficult situation,” Armen Sarkissian said.
