Ombudsman demanded Clarifications on 9 April events from the Head of the RA Police

Dear Mr. Gasparyan,

 

On 9 April 2013, upon receiving urgent information, the representatives of the fast response group of the RA Human Rights Defenders Office visited the Police departments of Erebuni and Arabkir Administrative regions of Yerevan.

 

The following citizens were taken to Erebuni Police Department of Yerevan Police:

 

1. Yeghia Nersisyan,
2. Vardges Petrosyan,
3. Mariam Sukhudyan,
4. Arman Alexanyan
5. Arman Vermishyan.

 

and
The following citizens were taken to Arabkir Police Department of Yerevan Police:

 

1. Samvel Israelyan,
2. Davit Stepanyan,
3. Anton Ipchenko,
4. Hayk Grigoryan,
5. Gohar Saroyan,
6. Shoghakat Vardanyan,
7. Anush Poghosyan,
8. Termine Dovlatyan,
9. Karen Harutyunyan,
10. Saro Saroyan,
11. Gevorg Safaryan,
12. Hovhannes Ghazaryan,
13. Karen Ohanyan,
14. Paruyr Movsisyan
15. Arsen Ohanyan,
16. Armen Martirosyan.

 

Considering the fact of public importance the formed as a result of the vents on 9 April and governed by the provisions of the RA Law on the Human Rights Defender, I request to provide clarifications referring the legal reasoning of taking to the Police Departments of Yerevan, with regard to all persons mentioned, including also information on Andreas Ghukasyan.

 

Also please provide information about the incident with Armen Martirosyan, and the actions that you undertook (are going to undertake).

 

Please inform on what reasoning Baghramyan Avenue of Yerevan was closed on 9 April 2013, which caused limitations of the free movement of other persons.
