The Public Council of the Republic of Armenia appealed to the indigenous peoples of the Caspian, South-Eastern Caucasus.

“Dear brothers,

Lezgins, Talyshs, Avars, Tatars, Udis, Tsakhurs, Ingilos, Rutuls-Shahdags, representatives of all the indigenous peoples of the Caspian-South-Eastern Caucasus,

At this historic moment, we appeal to you, our ancient neighbors, as brothers, because we are confident that all of the natives living on this land are united by a common heroic story, an experience of neighborliness, aspirations, and a universal sense of honor and dignity.

The war unleashed by Azerbaijan and Turkey and is still going on is not only against the Republic of Armenia, Artsakh, though the whole burden is borne by the Armenian soldier and the Armenian people. It is the war of an aggressor state created on the homeland of the indigenous peoples of the Caspian and South-Eastern Caucasus against the whole region and aimed at establishing the absolute supremacy of Azerbaijan and Turkey. With the policy of genocide, these two states, which have consistently destroyed other peoples and national minorities in their historical homeland, have appropriated not only the lands of practically all the neighbors, but also the history and cultural heritage, do not hide their intentions.

The terrorist war unleashed by the criminal Azerbaijan and Turkey against Artsakh and the Republic of Armenia is not your war, moreover, it is also directed against you.

Many representatives of your peoples, against their will, were forced to join the ranks of terrorists fighting against the Armenians, knowing full well that they are strengthening the humiliating chains that have kept you in cultural, national, political and legal slavery for decades.

The victorious Armenian army, which once defended the freedom and independence of Artsakh, has today thwarted the aggressor’s plans and expelled him from all fronts. We have no doubt that this time, too, a complete, unconditional victory will be ours.

Our victory will give all the autochthonous regions of the region a unique opportunity to get rid of the hated Turkish yoke. We call on you, brothers and sisters, Lezgins, Talysh, Avars, Tatars, Udis, Tsakhurs, Ingilos, Rutuls, Shahdags, all those who are not indifferent to the future of their proud peoples, to take advantage of this truly historic moment. It can be a new beginning for the new, free, glorious history of your peoples and our historical friendship.

Do not pull aside. Get up! Let go of the decades-old hatred and humiliation that has only led to the physical destruction of tragedies. Put down your weapons, do not submit to the compulsions of the criminal regime that hates humanity.

Join the fight against the aggressor who is persecuting your people and hindering peace and prosperity in our wonderful region. Let the people of Artsakh who defended their freedom be an example for you. Their battle today can be decisive for you too.
