The Investigative Committee reports New Detail on Georgi Kutoyan’s Death Case

Urgent investigative and other procedural, operative-investigative measures continue to be taken by the General Department of Investigation of Particularly Important Cases of the RA Investigative Committee in order to find out the circumstances of the death of former Director of the NSS Georgi Kutoyan.

According to preliminary data, on 17 January, 2020, at 2:30 pm, the Operative Management Center of the Yerevan Police Department received an alert that Georgi Kutoyan committed suicide in one of the apartments of Paruyr Sevak Street.

By the assignment of the Chairman of the RA Investigative Committee Hayk Grigoryan, the Deputy Chairman of the RA Investigative Committee – Head of General Department of Investigation of Particularly Important Cases Artur Melikyan, Deputy Head of the General Department of Investigation of Particularly Important Cases V. Mesropyan, Deputy Head of the Main Investigation Department of the Penitentiary, went to the scene. An investigative team has been formed at the General Department of Investigation of Particularly Important Cases.

A criminal case was initiated in connection with the case under Article 110 (1) of the RA Criminal Code.

An investigative and procedural action plan has been developed. Investigation was carried out on the scene, during which 35 shot cartridges and 6 bullets were found on the small table in front of the sofa (on which G. Kutoyan’s body was found) in the living-room. 7 more shot cartridges and 1 bullet were found on the floor of the living-room, and 3 more bullets were found on the floor of the kitchen near the living-room. A Glock pistol without bullets was found near Kutoyan’s right foot, on the floor in the living-room.

41 shot marks including through ones were found on the wall (which is the dividing wall of the living room and the kitchen) of the living room in front of the sofa (on which G. Kutoyan’s body was found).

According to the results of the examination, on 9 December, 2019, after returning to Armenia, Kutoyan temporarily lived in his father’s home, but occasionally visited the apartment on Paruyr Sevak Street, which he owned.

At the same time, information was received that at the end of December 2019, G. Kutoyan visited the apartment alone, where, after using alcohol, he fired 35 random shots from his Glock 34 pistol on the dividing wall of the living room and kitchen.

Later, G. Kutoyan’s request, his wife, collected the shot cartridges and found bullets and put them on table in front of the sofa in the living room.

The investigation also found that on 16 January, 2020, at about 15:20 pm, Kutoyan, took a taxi near his father’s house on Arshakunyats Avenue and went to his apartment on Paruyr Sevak Street at the same tine informing his family about his intention to rest in the aforementioned apartment for two or three days.

On 17 January, 2020, Kutoyan’s relatives, unable to establish contact with him, went to the aforementioned apartment where G. Kutoyan’s wife found his body on the sofa in the living room.

Numerous interrogations have been carried out, including the finding and interrogation of the taxi driver, forensic, genetic, trace, biological, and forensic examinations have been assigned to determine a number of circumstances essential to the investigation.

The preliminary investigation is in process.

Note: A person that is suspected or accused of an alleged crime is considered innocent until his/her guilt is proved by a court judgment that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
