Based on the report of D. S; who is detainee in “Yerevan-Kentron” penitentiary of the RA Ministry of Justice, as a result of extensive investigation of the criminal case, Emil S, the prison officer in charge of the Special Investigation Service of the RA has been charged with official negligence of official duties.
As the result of objective, complete and thorough investigation, it was revealed that the security of the penitentiary department carried out detainee D. S.’s personal search who is accused for the criminal case investigated by the NSS Investigation Department. The responsible Emil S. prepared a protocol on this. Based on the prepared protocol, property and money in the amount of 896 thousand AMD was found during the personal search of the detainee.
The investigation confirmed that Emil S. has not duly fulfilled his service duties. He did not follow the procedure of keeping the prisoner’s expensive watch and ring in the fireproof metal box placed in prison, and did not transfer the cash to the prisoner’s personal account. Moreover, prison security department responsible Emil S. failed to ensure the safety of the prisoner’s property, leaving the goods and money in an envelope in the room without control, and as a result it was later stolen.
As a result Emil S., caused a significant damage to detainee D. S.’s rights and legitimate interests. The latter was deprived of the ownership, possession and usage of the property and money owned by him.
The preliminary investigation of the criminal case continues.
