For thousands of years, scourge called corruption is side by side and faithfully accompanying humanity. During that time, great many discussions on the occurrence of corruption and ways to eliminate this evil had been carried out. At different times, in different auditoriums, high officials of different rank have raised the concerns on the risk of corruption. And as a rule these conversations usually remained as voice in the wilderness, and no practical, concrete results were achieved. These officials boldly speak out about corruption with the confidence that all the same, they are just words, they are practically impossible to realization. And they did it purely for the purpose that everyone around hear that they are much deeper understanding the gravity of corruption and fuss about it all rounds the world and first of all show that they are not connected with corruption in their countries and second, they are ready in every way and by all means fight against the corruption. Moreover, they are willing to selflessly fight corruption in their countries, which according to them involves many people, except them of course, but also in the international level, together with other countries, to develop overall anti-corruption norms, which application with little differences will work effectively in all countries. And as a result, the evil will disappear in a number of countries, not only individually, but also worldwide. Because the corruption free situation in these countries will exclude spreading of this infection to other countries. Just like that, at different times, at different international discussions held in different countries a great number and various anti-corruption concepts were developed and which remained purely as documentation and as a result, corruption has not decreased but even but even grew.
