The RA Electoral Code establishes the order of involving people who has the right to participate in the referendum for the changes of the RA Constitution, in an additional list. Thus,
1. If the citizen receives a stationary treatment in a medical institution, the head of that institution must send the list of the people who receive a stationary treatment, indicating the surname, name, patronymic name, date of birth and the address of the place of the registration of the voter to the passport service.
The passport service takes these people out of the list of the place of their registration and forms an additional list of the voters who receive a stationary treatment. And the commission in its turn will organize the election in the medical institution with a portable ballot box.
2. If the citizen cannot be in the place where he is registered on the day of the elections, ha can apply to the passport service of the place of his registration or the place where he is now until November 29, 2015, indicating the address of the place where he will be on the day of the elections.
After receiving the application, the passport service gives him a reference in three days, about taking him out of the list of his place of registration and adding to an additional list of the place of his/her location.
3. If the voter is not registered in the RA, until 29 November 2015, he can send an application to the passport service for being included in an additional list of voters, indicating the address of the place where he will be on the day of the elections.
The passport service involves the voter in an additional list and gives him a reference.
