The supremacy of the right cannot come true, if the principles of justice are not legal, the head of the OSCE Office in Yerevan, Ambassador Andrey Sorokin thinks. Speaking about ‘’Human Rights in the New Draft of the Constitution’’, he particularly said on the conference: “The supremacy of right depends on the activity of an independent judicial system, separation and balance of power, as well as the activity of strong democratic systems and free Mass Media.’’
Speaking about the Constitution, he expressed his attitude: “Obviously, the Constitution, as a fundamental model, has a direct influence on the whole legal system of the country, thus it has great importance in the development of the country.’’
The US Ambassador to Armenia Richard Mills spoke about the American experience. He pointed out a circumstance which, according to him all the Americans know: ’’Our system is not perfect, and we constantly work to improve it. It’s important to us to learn and to take the lessons that you learn in the result of this process.’’
Mr. Mills also said: “The attitude of the USA is as follows: Whether the RA Constitution will be changed or not, or how it will be changed, it is a decision that Armenia has to make. The USA protects democratic values in Armenia.”
“Of course, it is not possible to make experts on Constitution from ordinary electors. But they must realize why they take part in voting and why they say ‘’yes’’ or ‘’no’’,”the Ambassador thinks,.
“The discussions among people are necessary for further steps. Those who are against the draft should have an equal opportunity to express their opinion,’’-the Ambassador said.
The Head and the Ambassador Extraordinary and Plenipotentiary of the EU Delegation to Armenia, Piotr Switalski noticed that a great number of young people had gathered in the hall: “I think it is a good sign. It is good that the young generation is mindful of their country and wants to discuss the vision of Armenia of the future years,”-he said.
Mr. Switalski made an international hint, and speaking about our country, said that the main function of the EU in Armenia is to help to make the right decision, however the Armenian society is the decision maker: “Constitutional reforms are logical if they are based on the clear and essential vision. If the Constitution serves short-term political objectives, and if there is a hidden short-term agenda in that changes, it won’t achieve any results, even if it is accepted,’’ Mr. Switalski stressed.
