The Co-Chairs held consultations at the UN General Assembly on 27 May 28 with Peter Maurer, President of the International Committee of the Red Cross, and Filipino Grandi, UN High Commissioner for Refugees. Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk also took part in the meetings. The Co-Chairs took note of the news of the capture of six Armenian soldiers on May 27 and called for the release of all prisoners of war and other detainees on an “all-for-all” basis.

The Co-Chairs emphasize their commitment to treating prisoners in accordance with international humanitarian law. They strongly urge the parties to immediately lift all restrictions on humanitarian access to Nagorno-Karabakh, and urge the parties to implement all commitments made in the November 9 ceasefire.

The Co-Chairs express concern over the incidents on the Armenian-Azerbaijani border that have not been demarcated. The use of force or the threat of force in resolving border disputes is unacceptable. We call on both sides to take urgent steps, including redeploying the armed forces to ease tensions, to start negotiations, to demarcate the border peacefully, and to carry out border crossings. “The Co-Chairs are ready to assist in facilitating the process,” the Co-Chairs said in a statement.

Ensuring a stable, peaceful and prosperous future for the peoples of the region, they urged the parties to act under the auspices of the Co-Chairs as soon as possible.
