For information: in 2009, a meeting discussion with participation of the heads of 23 industrial organizations was organized in the office of Nerses Yeritsyan, then the RA Minister of Economy. The meeting was organized under the chairmanship of the former Prime Minister Tigran Sargsyan. The issue of a USD 500 million worth loan provided by the Russian federation was discussed. It was noted that Russia should provide 100 million of the overall 500 million, in the form of diamonds’ raw, and the repayment of the loan should be made by the already shaped diamonds.
Businessman Paylak Hayrapetyan offered to pawn his $ 33 million worthy immovable property to take a loan of USD 12 million from “Ameriabank”, and to import with it cheaper diamonds from Sierra Leone African Republic. “Ameriabank” provided USD 10 million to the LLC, which belonged to Ashot Sukiasyan. The bank did not follow whether the LLC fulfilled the loan commitments. Eventually, based on the failure to meet the loan obligations to the bank, “Ameriabank” sold Paylak Hayrapetyan’s mortgaged property.
