The RA Code on Administrative Violatins was adopted in Soviet years. Hovhannes Khudoyan, Adviser of “AM” Law Firm writes in his Facebook page that it is high time to amend the Code. “This document still contains old terms and texts, which do not relate to today’s reality. A totally new Code mnust be adopted,” Mr. Khudoyan said.
Furthermore, he added that many offenses have a need for a broader interpretation, while their current reading causes various conflicting comments by administrative bodies.
Mr. Khudoyan also considers necessary to eliminate the offences which have lost their meaning and to add new ones. “The sphere of administrative law is developing and it is necessary to define offences in the fileds of different directions, which shall provide effective maintenance of the legal norsm,” the Advocate said.
