Alexander Kochubayev, the advocate of former Urban Development Committee Chairman Vahagn Vermishyan, noted that the next episode again relates to receiving a bribe, with concrete and Euro-windows constituting the bribe.

Specifically, according to the accusation, Vahagn Vermishyan, wanting to receive free concrete and Euro-windows, promised to provide services and assistance for another person.

“The Urban Development Committee has no authority in legalizing illegal property; here, the pre-investigation flaws are clearly visible. And supposedly for performing this action, he received cement as a bribe, that is, 24 cubic meters of 150-grade cement as a bribe for performing this action,” Kochubayev notes.

According to the advocate, Vahagn Vermishyan called Gagik Galstyan, said he needed high-quality cement, after which the cement was delivered.

From the recordings of their phone conversation, it becomes clear: “Vermishyan says, ‘Gagik, please calculate with money, tell me the number, I need good quality cement.’ This is Vahagn Vermishyan’s role, that is, if a person says I need cement, please calculate with money, tell me the number, did Vahagn Vermishyan expect here that it should be transferred to him for free or did Vahagn Vermishyan expect to receive some advantage in return for this?

For us, this episode is incomprehensible, moreover, ridiculous, how can cement worth 500 thousand drams, for example, be considered a bribe amount, again for an authority in which the Urban Development Committee and its chairman have no role and could not have had,” said Alexander Kochubayev.
